The report claims Barca, despite completing a league and cup double, have concerns over the depth of quality in their current squad and see Willian as a player who could add a different dimension to the club's attack following the departure of Andres Iniesta.
Willian's representatives have been in Barcelona recently and the Mail add that the lure of a move to Spain would be attractive for the player, who would also be able to link up with compatriots Philippe Coutinho and Paulinho.
For now, however, Willian will be staying put as Chelsea are said to have rejected the bid. It remains to be seen if they make an improved offer, although United are thought to be willing to bid more than £50m to secure the player's services in time for the new season.
Chelsea finished last season fifth in the Premier League and are thought to be looking to bring in CSKA Moscow's Russian international Aleksandr Golovin and Christian Pulisic, the Borussia Dortmund and USA forward.
