But Fury's legal team say the boxer denies the claim and they say the test results of sample taken in March and May of last year were contradictory.
High Court proceedings have been issued on behalf of the champion and also his cousin and fellow heavyweight boxer Hughie Fury, who was also charged.
"The two boxers strenuously deny taking any performance-enhancing drugs," the 'Team Fury' lawyer Lewis Power said in a statement.
"However, during the last five weeks, leaks about these charges have appeared in the press and both boxers have been the targets of continual abusive language on Twitter."
Fury's team expect an interim judgement before the Mancunian fighter's slated rematch against the 39-year-old Ukrainian on 29th October.
Fury, who beat the long-standing champ in Dusseldorf last November to claim the WBA and WBO belts, was expected to face him in Manchester in July, but an ankle injured forced the fight to be postponed.
