Singh served seven years for murder in India but fled to Britain in 2007 when he was released pending an appeal.
A post-mortem found that Mr Kumar was killed by a stab wound to his chest.
Singh, who used cocaine and heroin, drove his brother-in-law's body to West Bromwich police station hours after stabbing him on August 10 2017.
He believed Mr Kumar to be having an affair with his wife.

Judge Michael Challinor told Singh: "You are an extremely dangerous individual.
"You were illegally in this country having fled India where you should have been in prison serving a sentence for murder, and then you killed for a second time using a similar weapon, namely a knife."
