Irish Foreign Minister Simon Coveney described the announcement as a "very good outcome for everyone on the island of Ireland - no Hard Border guaranteed!" Regarding citizens' rights, May said the deal would guarantee the rights of three million EU citizens in the UK "enshrined in UK law and enforced by British courts". It seems EU gets 'automatic roll over' of permanent residence, whilst the UK has secured criminal record checks. In terms of the financial settlement, May has agreed that this will be 'honoured' by the UK, but in a way that is "fair to the British taxpayer." Today's announcement means the UK can now begin talks on a post-Brexit free trade agreement with Brussels.
